Caleb Strong, of Aldcliffe Court in Morecambe, was issued with an £80 fixed penalty notice in December 2014 after being seen committing the offence by a police officer and a Police Community Support Officer (PCSO).

Strong, 18, who was a passenger in the car, did not pay the fine and was then summoned to appear in court.

He failed to appear and in his absence was found guilty of the offence and ordered to pay a £300 fine, £80 costs and £30 victim surcharge.

Coun David Smith, cabinet member with responsibility for environmental services, said: “Dropping litter is a blight on our community and costs the council in the region of £1.5m each year to constantly remove it from our streets and parks.

“This case goes to prove the hefty price people may have to pay if they don’t take pride in their community and dispose of their litter properly.”

A Lancaster City Council spokesman said that anyone who drops litter, including litter from vehicles, is liable to an £80 on the spot fine if caught by a member of council staff, a PCSO or even a member of the public.

Litter patrols are carried out every week and anyone caught littering will receive a fixed penalty.
