Hest Bank balcony plan raises row

A Hest Bank woman questioned her neighbours plans to build a first floor balcony at a recent planning meeting.

Mr Paul Newton wanted to construct a first floor balcony to the rear of his property on Hest Bank Lane but was refused by Lancaster City Council.

Lorraine Marcellini said the balcony, which would feature 1.8 metre high glass panelling, would impinge on her and her daughter’s privacy.

Ms Marcellini said: “Me and my daughter regularly sunbathe in our garden and I don’t want our privacy to be exploited. A home should be a place where you can feel safe.”

Mr Paul Newton said he wanted to build the balcony so he could enjoy views of Morecambe bay.
