THE 10 worst drivers in different areas of the Lancaster district will go on a blacklist as police begin to enforce new 20mph speed limits on estate roads and outside schools.

Caton and Halton look set to be the first areas in which the limits will be introduced this autumn after Lancashire County Council published proposals for a number of roads in the villages.

By 2014 the limit will have been rolled out on all residential streets in Lancashire and highways chiefs will be working with police to address speeding.

Police officers will develop a list of the top 10 anti-social drivers for each policing area based upon police intelligence, information from the public, police and communities together (PACT) meetings and Crimestoppers.

Those drivers will be subject to police observation and visits but it is understood that their names will not be published.
