Off-licence is forced to close

A LANCASTER off-licence has been ordered to close for a weekend after selling alcohol to a girl of 15.
Bargain Booze in Lentworth Drive failed two test purchases this year after underage drinkers went unchallenged when buying alcohol.
On Tuesday, the Hala shop became the first off-licence in the district to have their licence reviewed by the city council.
As well as closing the off-licence for a weekend, Bargain Booze must also regularly train staff in the sale of age-related products, such as alcohol, and install till prompts for staff.
There must also be a licence holder on the premises at all times.
Lancaster police applied for a review of Bargain Booze's licence when, during test purchases, the 15-year-old was able to purchase a bottle of WKD on February 16, and another girl of the same age was sold a bottle of white wine on August 2.
The store failed a separate test purchase in 2006.
The barrister acting on behalf of the police, Mr Martin Walsh said: "These premises serve the large Hala estate which is not without its share of problems associated with youth alcohol consumption.
"There is a duty for off-licences, particularly those selling alcohol that may attract youngsters, to be vigilant."
Miss Sarah Clover, representing Bargain Booze, explained the company had a strong support system of training for those who took on franchises.
In this case, records of training logs may not have been kept up-to-date and were not satisfactory.
There have only been two other licence reviews by the city council, Halton Social Club and the Britannia, both of which were initiated after concerns from residents.
The suspension will take place the weekend following the end of the
21-day period given for any appeal, December 13 and 14.
If any appeal is unsuccessful, the suspension will take place the weekend after the appeal is disposed of.
